I found this on the web just now...
The FA has just now (18 July 2020) issued a very detailed document in which a proposed date of Saturday 5 September is mentioned as the target for our level (Step 1) to start playing. It does stress however that this aim may be altered in the light of events, including Government policy.
The letter accompanying the actual document is here (for some reason dated 18 June!!!):

If it does start then it won't be with spectators, it probably covers that in the article but I can't open it.

A couple of tweets from a reliable source on Twitter...Interesting to note the publishing of risk assessments on club websites by 15th August. We should find out how the club are intending to manage probable reduced capacity/social distancing then. linklinklink8.0.2

Exciting news and if its followed through, just under 7 weeks til the new season! Fingers crossed! doubt it will be just as simple as that. said earlier the EFL clubs received a 85 page document regarding their october date. think we all need to see the meat on the bones of the season starting and what is expected of clubs like chesterfield, hartlepool, wrexham and us who actually get proper gates.
